Inaugural Stakeholder Community Meeting in Brussels tests four real-world CCAM scenarios and surfaces the workforce, policy and trust challenges the project will address over its lifetime.
The CCAM-ERAS project convened its first Stakeholder Community Meeting in Brussels, bringing together representatives from government, industry, academia, research institutions and trade unions to examine how Connected, Cooperative and Automated Mobility (CCAM) will reshape Europe's transport labour market. The meeting tested stakeholder views against four scenarios selected to represent the sector's near-term and longer-term potential: public transport, suburban and rural car-sharing, freight corridors, and last-mile urban delivery.
Breakout discussions converged on four themes. On workforce transition, participants weighed the decline of traditional roles such as mechanics and truck drivers against the emergence of new ones — safety drivers, remote operators and data managers among them — while flagging unresolved questions over who funds the reskilling and certification these transitions will require, universities, vocational providers and industry among the candidates. Participants also noted that logistics and ports are already well advanced in automation, while road transport and public transport are moving more slowly.
On policy and regulation, stakeholders called for closer cooperation across local, national and EU levels, including harmonised qualification standards and mutual recognition of certification, new insurance products designed for automated systems, and drawing on the regulatory experience of early-adopting countries to guide the rest of the EU.
On public trust, the meeting identified transparent communication and human-centred design as prerequisites for acceptance — including demonstration projects, sustained public exposure to automated vehicles, and interfaces that clearly signal a vehicle's intentions to passengers and other road users. A fourth strand, user-centric design and safety, stressed that automated systems must be designed around all road users, not just passengers, with safety as the central case for automation itself.
These findings will feed directly into the project's next phase, including the development of an innovation radar and educational materials, with further structured interviews and consultation workshops planned to keep the stakeholder community's input central to CCAM-ERAS's recommendations on training, policy and industry alignment.

Cambridge Econometrics, as part of the CCAM-ERAS project, has launched an interactive tool allowing policymakers, industry representatives, researchers, educators and labour market actors to explore how different deployment paths for Connected, Cooperative and Automated Mobility (CCAM) could reshape employment across Europe — broken down by Member State, sector and occupation.
The tool is built on Cambridge Econometrics' E3ME macroeconomic model and presents three deployment scenarios — warehousing, passenger transport and freight transport — each run under alternative pathways reflecting different speeds and levels of CCAM uptake. Users can compare outcomes across scenarios to see how labour demand might evolve under different mobility futures, rather than relying on a single projection.
The analysis draws on two earlier strands of CCAM-ERAS research. A supply chain mapping exercise traced how CCAM shifts value creation across industries, highlighting the growing weight of ICT, sensing technologies and advanced infrastructure relative to conventional transport activities. A separate scenario assumptions report set out the adoption speeds, regulatory constraints and uptake differences — faster in controlled environments such as warehousing, slower in public transport — that determine how CCAM deployment is likely to unfold across Europe. Together, these translate technological change into the sector-level detail the employment model depends on.
The tool reflects a theme running through CCAM-ERAS's wider findings: automation is likely to reconfigure transport employment rather than eliminate it outright, but only if the shift is planned for. By making the underlying scenario data explorable rather than fixed to a single report, the project aims to give policymakers and educators a practical basis for evidence-led planning ahead of deployment, rather than after the fact.

Swiss cantons rate their own readiness to authorise driverless vehicles as low, in first CCAM-ERAS training seminar finds
Bern seminar brings 23 cantonal, municipal and federal representatives face to face with the gap between Switzerland's driverless-vehicle ambitions and its administrative readiness — and sets the brief for a deeper training series to close it.
SAAM, the Swiss partner in the Horizon Europe project CCAM-ERAS, brought together 23 representatives from cantonal, municipal and federal authorities across German-, French- and Italian-speaking Switzerland for the first in a planned series of seminars on autonomous vehicle governance. Asked at the outset how ready their canton would be to authorise an approved driverless vehicle today, participants gave an average score of 2.7 out of 10 — a baseline that set the tone for a day built around closing exactly that gap.
The stakes are immediate rather than hypothetical: under Switzerland's amended Road Traffic Act and its new Ordinance on Automated Driving, in force since March 2025 and January 2026 respectively, cantons of registration already hold the competence to approve operational zones and supervise driverless services. Around 33 automated vehicles have operated in Switzerland since 2015, with roughly 100 expected by the end of 2028 — including autonomous delivery robots in Bern, a driverless bus in Arbon, and ride-pooling pilots in eastern Switzerland — making cantonal readiness a live, near-term issue rather than a distant one.
The day covered five areas — use cases and technology, regulation, operational readiness and safety, business and sustainability, and public acceptance — closing with a self-assessment across 22 specific competencies. The results echoed the opening baseline: an overall confidence score of 2.38 out of 5, with 57% of responses at the two lowest levels, and the weakest scores clustered squarely on the practical authorisation task — assessing an operator's safety measures, setting clear requirements, and making an authorisation decision from a structured dossier. Participants rated the day highly for relevance and quality (4.4 out of 5) while acknowledging it only partly met their professional needs (3.5 out of 5) — a gap organisers read as evidence of the learning curve ahead, not a shortcoming in the seminar itself.
There was a more encouraging signal on public acceptance: among passengers who have actually ridden Arbon's autonomous bus, 86% said they would still use it with no driver on board — a reminder that public trust tends to follow direct experience even where institutional readiness lags behind it. Separate CCAM-ERAS economic modelling presented on the day underlined the mixed employment picture behind the transition: potential net job losses in road freight by 2050, against potential net gains in passenger transport under high uptake.
Organisers are now designing follow-up seminars targeting the gaps this session surfaced, including a step-by-step walkthrough of the cantonal authorisation process, coordination models for smaller cantons, and a dedicated public transport session planned for 2027. The course is intended to be made available to all CCAM-ERAS partners for replication in other national and regional contexts.
