Tackling Human Capital Challenges in CCAM: Three Online Sessions This September
How do we prepare people for the jobs and skills needed in Connected, Cooperative and Automated Mobility (CCAM)? This September, the CCAM-ERAS team is hosting three dynamic online sessions where experts and stakeholders come together to explore solutions and co-create the way forward.
We warmly welcome participants from across the CCAM ecosystem — industry, authorities, education, and social partners. Your perspective is essential: the input gathered will directly inform strategies and policies at the European level, as this project is funded under the European Commission’s Horizon programme. Each meeting is also a chance to connect with leading CCAM experts, exchange ideas, and build collaborations that matter.
In these sessions you will:
- Get a fast update on key human capital challenges in CCAM.
- Discover policy directions and solutions.
- Contribute your own insights to help shape Europe’s future workforce in this field.
To allow in-depth exploration, each session focuses on a distinct theme:
- Operating CCAM – Skills needs and training solutions for operators: safety drivers, teleoperators, and co-workers combining CCAM with human interaction.
- Managing CCAM – Orchestrating and monitoring CCAM deployments, with emphasis on applied ICT skills.
- Developing CCAM – Supporting authorities, entrepreneurs, and innovators advancing CCAM deployment, product development, and system integration.
Themes & Dates:
- Operating CCAM: Tuesday 09-09-2025 | 10.00 – 12.00 (CET)
- Managing CCAM: Wednesday 17-09-2025 | 13.00 - 15.00 (CET)
- Developing CCAM: Thursday 25-09-2025 | 14.00 – 16.00 (CET)

Stakeholders Community Building: Co-Creating the Mobility Transition
The shift to CCAM is not just a technological evolution—it’s a societal transformation. That’s why CCAM-ERAS is investing in building a Stakeholders Community that brings together a wide range of voices from across Europe. This includes representatives from transport authorities, education and training providers, labour organisations, technology developers, and public policy institutions.
The community is more than a consultation group—it’s a co-creation platform. Through structured interviews, interactive workshops, and collaborative foresight exercises, stakeholders are helping to shape the project’s direction and ensure its outputs are grounded in practical realities. These engagements are uncovering key insights into the challenges and opportunities of CCAM, from workforce readiness to regional disparities.
By fostering dialogue and mutual learning, the Stakeholders Community is helping to build a shared vision for the future of mobility—one that is inclusive, equitable, and responsive to the needs of all sectors of society.
In addition, the recent CCAM-ERAS Community Meeting brought together a diverse group of experts to reflect on the project’s progress and shape its future direction. Key outcomes included a reinforced commitment to inclusive mobility strategies, identification of priority areas for collaboration, and a shared understanding of the socio-economic challenges and opportunities posed by CCAM. The meeting laid the groundwork for continued co-creation and knowledge exchange.

CCAM Scan & Innovation Radar: Navigating the Innovation Landscape
Innovation is the engine of CCAM—and the CCAM Scan and Innovation Radar is the project’s compass. This tool is designed to systematically identify, track, and analyse the most promising developments in the CCAM ecosystem. It covers a wide range of innovations, from AI-driven vehicle systems and smart infrastructure to new mobility services and digital platforms.
But the radar does more than just catalogue technologies. It also maps the actors behind them—startups, research institutions, public agencies—and assesses their potential impact on employment, skills, and education. This helps policymakers and educators anticipate where change is coming and prepare accordingly.
The radar is also a dynamic tool. It evolves as new trends emerge and as stakeholder feedback is integrated. It’s a living map of the CCAM innovation landscape, offering strategic foresight for those shaping the future of mobility.
A key output of this work is the PESTAL analysis, which provides a structured overview of the political, economic, social, technological, legal, and environmental factors influencing CCAM deployment. It highlights the need for harmonised EU policies, investment in digital infrastructure, reskilling strategies, and sustainable practices.

Analysing the Socio-Economic Effects of CCAM: Preparing for Change
The CCAM-ERAS project is deeply engaged in understanding how Connected, Cooperative, and Automated Mobility (CCAM) will reshape Europe’s employment landscape, skills ecosystem, and broader society. This work is structured around three core pillars: employment effects, skills forecasting, and socio-economic impact.
Employment Effects: Using macroeconomic modelling, the project forecasts how CCAM will affect jobs across sectors and occupations—from logistics and freight to public transport. By mapping CCAM supply chains to standard sector classifications and designing multiple deployment scenarios, the team is able to estimate employment shifts under different adoption speeds and investment levels.
Skills Forecasting: The project identifies emerging skill demands—such as AI, cybersecurity, and systems integration—and highlights where reskilling and upskilling will be most critical. Insights are drawn from EU and national policy frameworks, stakeholder interviews, and international events. A comprehensive survey is also underway to align education and training with real-world needs.
Socio-Economic Impact: CCAM’s influence extends beyond employment. It will affect accessibility, equity, and regional development. The project is developing a dynamic model to assess these broader societal effects, ensuring that the human dimension of mobility innovation is not overlooked.

Looking Ahead: A Shared Vision for CCAM
The CCAM-ERAS project is more than a research initiative—it’s a collaborative effort to shape a future where mobility is smarter, safer, and more inclusive. By engaging stakeholders, mapping innovation, analysing socio-economic impacts, and sharing knowledge widely, the project is helping to ensure that Europe’s transition to CCAM is guided by evidence, foresight, and shared values.
As we move forward, your engagement is more important than ever. Whether you’re a policymaker, educator, technologist, or citizen, there’s a role for you in this journey. Together, we can build a mobility system that works for everyone.
Looking ahead, along with progressing the mentioned work streams, the project will deliver two additional strands of work. The first is the development of schemes and actions to support educational planning and reskilling efforts. These schemes aim to address short- and long-term skill demands, boost human capital, and mitigate labour market disruptions caused by CCAM deployment. 🔗 Learn more: https://ccam-eras.org/schemes-for-the-developing-enhancing-skills/
The second is the creation of a policy roadmap to support the socio-economic transition to CCAM. This roadmap will maximise the uptake and transferability of CCAM-ERAS outputs and provide actionable recommendations for policymakers. 🔗 Learn more: https://ccam-eras.org/roadmap-and-policy-recommendations/
